TLANTIC CITY, N.J. (AP) — Revel, the casino many people had hoped would turn around Atlantic City's sagging fortunes, said Tuesday that it will file for Chapter 11 bankruptcy protection in March, less than a year after it opened.

The voluntary, prepackaged bankruptcy envisioned for late March will wipe away about two-thirds of its $1.5 billion in debt by converting more than $1 billion of it into equity for lenders.

Kevin DeSanctis, Revel's CEO, said the restructuring will give the casino resort more flexibility to operate.

"Today's announcement is a positive step for Revel," DeSanctis said. "The agreement we have reached with our lenders will ensure that the hundreds of thousands of guests who visit Revel every year will continue to enjoy a signature Revel experience in our world-class facility."

Existing management will remain in place, no layoffs are planned, and employees and vendors will be paid as usual, the company said. The restructuring should be completed by early summer, it added.

The $2.4 billion casino never caught on as much as it had expected to, and it remained mired toward the bottom of Atlantic City's 12 casinos in terms of casino revenue. Revel had to line up two rounds of additional financing since August to keep operating.

In January, it posted its second-worst month, winning less than $8 million from gamblers. During the second and third quarters of last year, it reported gross operating losses of $35 million and $37 million.

Revel's work force is largely nonunion, a fact that earned it the undying enmity of Local 54 of the Unite-HERE union, representing most of the city's casino workers.

"Over three years ago, Local 54 began expressing to every elected official in the city, the state and the governor's office that this project was doomed to failure," said Bob McDevitt, the union's president. "Had they listened to us three years ago, we would not have this catastrophe on our hands now."

Michael Drewniak, Gov. Chris Christie's press secretary, expressed confidence in Revel.

"We are committed to the resurgence of Atlantic City, the tourism district, and the many efforts currently under way to bring world-class attractions and entertainment to the city," he said. "A rejuvenated Revel will remain an integral part of that landscape, as it continues full operations as a premiere hotel, gaming and top-flight entertainment hub for the city, in addition to employing more than 2,000 people. Most importantly, none of those things that make Revel among Atlantic City's highest-profile attractions will change, as Revel uses this new financial flexibility and the continued backing of its investors to grow the business and be part of Atlantic City's expansion."

David Rebuck, director of the state Division of Gaming Enforcement, said the Chapter 11 filing needs to happen.

"The agreement between Revel and its lenders will allow for a necessary financial restructuring and improve the property's financial condition going forward," he said. "We see this as a positive step that will allow Revel to comprehensively address its financial needs while continuing normal business operations."

Revel officials have been reviewing their options in recent months as the Atlantic City market continued to decline and its own revenues remained stuck in neutral. DeSanctis said the company and its lenders decided that a prepackaged Chapter 11 would be the best way to improve its balance sheet by eliminating substantial debt and increasing the changes for growth.

It is the latest in a series of recent bankruptcies involving Atlantic City casinos. Trump Entertainment Resorts emerged in 2010 from the third Chapter 11 bankruptcy that it or its corporate predecessors had filed, and the Tropicana Casino and Resort was sold that same year out of bankruptcy court to billionaire Carl Icahn.

As part of the restructuring, some of Revel's lenders will provide approximately $250 million in debtor-in-possession financing, about $45 million of which constitutes new money commitments and approximately $205 million of which is pre-petition debt. No taxpayer funds will be used to finance the restructuring, the casino said.

I took the train from Philly for the day, had no car, and never even saw this place. I would have been all over it because of the non-smokiness if it were closer to the other casinos.

I really liked revel. Non smoking hotel right on the water that you competes with most newer hotels in Vegas IMO... I stayed at borgata and I enjoyed every part of my stay. I don't understand the whole negative attitude about AC. I plan on returning as soon as possible.

Well I used to go to Atlantic City every other month since I was 18. Now I am 50...so thats a long time. But now there are other choices out there. IMO Mohegan Sun is a better place to go if you want to gamble. AC is good if you enjoy the ocean(but beach is disgusting). The car ride from NY is variable anywhere from 3-5 hours...that is where they lost me. I couldn't stand the drive anymore. I have not been to AC in about 5 years. I go to Mohegan or Foxwoods every couple months. I think this is what happened to AC,add economy bam a failure. Now they open a Casino in Queens for slots and many of the older bus people take the train to the new casino..It all adds up to less people going to AC. Maybe if they get sports it will help with increase visits. I would probably go back then.

I 100% understand Yours and Other Non Smoking people. But This is a good part of the reason this Place Tanked.
They made many Mistakes since day One. and it went through at least 2 Big Investors.. Morgan Stanley lost almost $1 BILLION dollars on this project .. No ads to bring in Slot players...No Promos

and when they First Opened, NO Comps

They need to make changes

oh, and NJ State owns a piece too, and the S&P downgraded their Credit.

Here's the reason why AC is better than Mohegan/Foxwoods - the girls and party scene. No young kids go to CT casinos because it's a far drive and nothing around it. Tons of tight body Jersey guidos take the 45 drive down from the Jersey shore on summer weekends to party in AC.

AC is counter intuitive - you want to be away from the beach. Only 3 places to go in AC. Borgata, Harrahs, Revel. Don't waste your time with the main part of the boardwalk, it's a shithole filled with homeless.

I would go much more frequently if there were a sportsbook.

A Colorado-based group expects to pay $200 million for the former Revel and re-open the hotel-casino in May, Moody's Investors Service said.

AC Ocean Walk plans to acquire the Atlantic City property and invest another $175 million in it, according to a five-page credit opinion report prepared by Moody's.

AC Ocean Walk, LLC is privately owned by TEN RE AC NJ. More than 71 percent of that group is owned by Mile High Dice, LLC, which is headed by Colorado businessman Bruce Deifik. Winding Trail Properties, LLC owns 14.75 percent while other minority investors control the rest.

The Atlantic County Clerk's Office didn't have record of a sale on Monday, though, PressofAtlanticCity.com reported.

While Moody's expects the revamped property to lose money at first, it expects it to "slowly capture its fair share of the market given the quality," as well as a revamped operating strategy and demand in the Atlantic City market.

The venue features 100 gaming tables, 2,000 slot machines and 1,399 guest rooms. There are also multiple pools, a spa, night clubs, and 13 restaurants.

Now known as TEN, the closed property sits at the northern end of the Boardwalk.

Glenn Straub bought it for $82 million in August 2015, well below its construction cost of $2.6 billion. On multiple occasions, he was unable to get the necessary approvals to re-open the hotel-casino.

The Revel opened amid great fanfare in 2012 but closed Sept. 2, 2014 after declaring bankruptcy for a second time.

It's one of two Atlantic City properties expected to come back to life next year. The shuttered Taj Mahal is expected to re-open as a Hard Rock branded casino

Following a year when it was the only Atlantic City casino to increase its operating profit during the coronavirus pandemic, the Ocean Casino Resortis spending $15 million mostly on renovations.
The work will include upgrades to the casino floor, as well as outdoor amenities like pools, cabanas and the beach.
The property will open a new high-limit table games area, a new Asian gambling space and two new guest lounges for holders of its loyalty card. Asian games are an important part of most casinos and feature casino games popular with Asian or Asian American customers, or games with Asian themes or origins, like pai gow, a gambling game played with domino-like tiles.
